Title Government Competitiveness in Korea: What Are the Issues?

Professor LIM Tobin graduated from the Department of Social Education at Seoul National University and earned a Master’s degree from the Graduate School of Public Administration at Seoul National University, followed by a Ph.D. in Sociology from Sciences Po (Paris). He has served as President of the Korean Association for Public Administration and as Dean of the Graduate School of Public Administration at Seoul National University, contributing significantly to both academia and the public sector.
In 2011, he founded the Government Competitiveness Research Center, where he established the theory of government competitiveness, publishes annual indicators, and promotes related research domestically and internationally. Guided by the belief that the role of government is decisive in a rapidly changing era, he has focused on fundamental functions that public administration must perform for the community. He emphasizes bureaucratic reform and the effective utilization of human resources in the Korean context, and has published over 40 books and 200 papers.
Professor LIM has been at the forefront of sharing Korea’s administrative experiences and achievements with the world, promoting the excellence of K-Administration internationally. His scholarly contributions have been recognized with numerous awards from organizations including the Korean Association for Policy Studies, the Korean Association for Public Administration, and the International Public Management Association.
