Yong-Seop Yum
Vice President, ICT Research Office, SK Research Institute for SUPEX Management
Yum Yong Seop is the director of the ICT Research Office at SK Research Institute for SUPEX Management. He has been a well-known specialist in telecommunications policy and strategy for a long time. He is currently interested in the rapid evolution and change in the mobile ecosystem triggered by the recent surge of smartphone services.
Prior to joining the SK Research Institute for SUPEX Management in September 2009, he had been with the Korea Information Society Development Institute (KISDI) for 16 years, where he played a crucial role in consulting and planning the government’s information and communications technology policy. During his tenure, he was a director for the Fair Competition Policy Research Division, Telecommunications Policy Research Division, and Review and Directives Division.
Yum was involved in various legislative amendments to prepare for the transition from monopoly to competition. Among his numerous achievements, he carried out an evaluation of the market competition structure as part of the process of granting licenses to three new PCs service operators and privatizing KT. In addition, he also served as the Chairman of the Professional Advisory Group in the Telecommunication Committee for several years.
He was a member of the Broadcasting and Telecommunications Convergence Subcommittee that was directly involved with restructuring the government organization and IPTV legislation.
Yum received a BA degree in international economics from Seoul National University and a PhD in economics from Paris 1 University (Panthéon-Sorbonne) in France.
